In a global perspective, the term open changes the dynamics as we are trying to overcome an educational crisis in many developing countries. More than one billion people around the world are unable to read. Cross-border collaboration, reuse and translation will be important strategies to secure access to high-quality learning resources in underserved languages worldwide. The “O” in OER is at the core of this movement.
