Global Open Policy Report 2016

This study, conducted by a team of international scholars from every continent in the world, investigated the status of open policy discussions and implementations in the areas of open education, open science, open data, and open heritage in 38 countries. By employing both quantitative and qualitative methods, it discovered that the status of policy development and implementation differs across countries, and it is associated with cultural and social aspects of each country. Quantitative part of the study illustrates how much each country progresses by scoring their status and compares the scores with other countries to determine which countries are leaders. Qualitative part adds further details and narratives for those countries. It has caught a lot of attention among policy makers and government officials.
