Updates on the U.S. Department of Education’s Negotiated Rulemaking for Automatic Billing (CCCOER)

The U.S. Department of Education is considering the elimination of a provision that allows books and supplies to be charged as part of tuition and fees as a part of the negotiated rulemaking process. This would require higher education institutions to get student authorization for course material charges, which would effectively make “Inclusive Access” and automatic textbook billing programs “opt-in” for students. Presenters will discuss the implications of this proposal and shed light on its potential impact on students, institutions, and open educational resources. Please bring your thoughts and questions!
